The connection to a stated cause and, for social grants, a priority region should be direct. Do not make trustees search for the reason the enquiry was sent.
Need and response
Describe the practical problem and how the proposed work responds. Evidence can be local learning, service information, feedback or relevant data; use only what strengthens the explanation.
Capability and proportion
Show why the organisation is placed to do the work and why the plan is realistic for its size, team and resources. Name important risks or dependencies where they matter.
Learning
Explain what progress would look like and how the organisation will notice it. Measures should serve the work rather than create unnecessary reporting burden.
